My 18 month old gets diaper rash almost constantly and always has. We go through a large tube of diaper rash creme every month. Is this normal?

No, it is not normal for a baby to almost always have a diaper rash but some babies are more prone to diaper rash than others. There are many reasons for diaper rash. First, how long do you go between diaper changes? Two hours should be the max except during sleep times. Of course, if you know that your baby has a poopy diaper and needs to be changed, do so right away. Next, have you tried changing the brand of diapers or wipes? Perhaps, your baby is allergic to something in those products. If you are using disposables, try chlorine-free or gel-free diapers. Earth's Best and Seventh Generation are chlorine-free options that are very easy to find. Nature Baby Care and Tushies are also worth a try. Tushies are gel-free. For a chemical-free solution, try switching to cloth diapers. Moisture may be an issue so you could allow your toddler to go diaper-free e longer during the day. Lastly, it could be something in your toddlers diet. Be sure to discuss all of this at your next pediatrician appointment.
